Feminism has been a key element of the Liberal party's appeal to voters since the 2015 election campaign but Prime Minister Justin Trudeau's handling of the fallout from the SNC-Lavalin affair shows that he's a hypocrite, opposition parties say.
As a result, Butts said Trudeau and the PMO determined that only Jane Philpott had the capacity and institutional knowledge to take over the complicated role, but anxious what signal it would send by shuffling one of its most capable ministers from the Indigenous Services portfolio.
"There was a point at which the minister asked me directly if her departure from the Ministry of Justice and Attorney General had anything whatsoever to do with the SNC-Lavalin matter, and I said, 'No.' And I asked her in a surprised tone whether she was questioning the integrity of the Prime Minister".
The firm, which employs 9,000 people in Canada, is based in the province of Quebec, where Trudeau's Liberals need to pick up seats to win a federal election set for October.

Just yesterday, the Trudeau administration was rocked by the resignation of another Cabinet official, Jane Philpott, who said it was "untenable" for her to remain on and defend the government amid the scandal.
"I did not and I do not see how our brief discussion on that file constituted pressure of any kind", Butts told the House of Commons justice committee. If convicted criminally, SNC-Lavalin would be banned from receiving any federal government business for a decade.
Both Wernick and Drouin have already appeared before the committee, though they were repeatedly referenced in Wilson-Raybould's February 27 hours-long testimony and the committee agreed it wanted to hear more from them. So far, other Liberal Cabinet ministers are rallying around him.
Butts said he regrets that Wilson-Raybould's trust and faith in her colleagues have eroded, but all the officials named in Wilson-Raybould's testimony have done nothing wrong.
"Sadly, I have lost confidence in how the government has dealt with this matter and in how it has responded to the issues raised".
Mr Trudeau has previously avoided questions on a criminal investigation, saying he thinks "it is important there is an airing on this situation" in the form of the ethics commissioner's and parliamentary committee's investigations. "The Attorney General could have spoken or written to the Prime Minister at any time during this process to say attempts to contact her office on the meeting were improper and they should cease immediately".
Butts stressed the decision to remove her from her post had nothing to do with SNC Lavalin and the decision to shuffle the cabinet was only made after MP Scott Brison told the Prime Minister he would not seek re-election.
