Congress passes bill to retroactively pay federal gov't employees after shutdown ends

Ron DeSantis said Friday he hadn't talked to his political ally Donald Trump about reports the president might attempt to tap into disaster aid earmarked for Florida, Puerto Rico and other areas to build a wall on the Mexican border.

Senate Majority Leader Mitch McConnell (R-Ky.) said he wouldn't bring up any bills the president wouldn't sign.

It is the latest sign that the administration is laying the groundwork for a possible emergency order as negotiations between Trump and congressional Democrats to reopen the partially shuttered government have ground to a halt.

Trump delivered a prime-time address to the nation on Tuesday night where he warned of a "crisis" at the southern border with Mexico, and on Thursday, he made a visit to the border. Now we have this president that, with a rhetoric of xenophobia and racism, is trying to make people who are not from here believe that there's a crisis. That shutdown now holds the record as the longest in United States history. "When the president acts, we will respond to whatever he does", she said.

The Senate has approved a bill to ensure that all federal employees will be paid retroactively after the partial government shutdown ends. "I will vote for some money for physical barriers", Hill said. Federal workers unions slammed the president earlier this week, descrediting his claims that "many of those people that won't be receiving a paycheck.agree 100 percent with what I'm doing".

According to the Associated Press, the White House asked the Army Corps of Engineers to examine its budget, including $13.9 billion in emergency funds, to determine how much money it could spend to help build the wall Trump promised his supporters.

Some see an emergency declaration as a face-saving way out of the spending stalemate that has shuttered parts of the federal government for the last three weeks. In any case, it was nearly certain to trigger an immediate court challenge from Democrats, including an accusation of trying to circumvent Congress' power over the national purse strings. Even some of Trump's fellow Republicans in Congress have signaled worries about such an action.

"I think the House would for sure. It's a bad precedent", Republican Senator Chuck Grassley said on CNBC.

Before the shutdown began, Trump said he would be "proud" to close the government over the issue of border security and would not blame Democrats, although he later did.
