Sayoc's previous run-ins with law enforcement date back to at least when he was 29-year-old.

He has also been arrested for theft and domestic violence. Sayoc's mother, Madeline, also filed for bankruptcy around the same time. His name is also listed on business records tied to dry cleaning and catering businesses. He was born in New York City and attended college in North Carolina before moving to the Miami suburbs in the late 1980s. The charges cover 13 devices sent to individuals including Barack Obama. "The investigative tools available for law enforcement now are awesome", he said. But they were uncertain whether the devices were poorly designed or never meant to cause physical harm.

Most of those targeted this week were past or present U.S. officials, but packages also were sent to actor Robert De Niro and billionaire George Soros.

Inside each of the packages sent to four of the potential targets - Obama, former Central Intelligence Agency director John Brennan, Soros and Waters - was a picture of the individual with a red "X" mark, according to the 11-page complaint signed by Federal Bureau of Investigation special agent David Brown.
