"A software glitch in the social site gave outside developers potential access to private Google+ profile data between 2015 and March 2018, when internal investigators discovered and fixed the issue", The Wall Street Journal report said.

But the company said it reviewed the issue and looked at the type of data involved, if it could correctly identify the users affected to inform them, if there was any evidence of misuse, and if there was any action a user or developer could take.

In a statement posted to its blog minutes after the report, Google said it plans to shut down Google+ for consumers and introduce new privacy tools restricting how developers can use information on products ranging from email to file storage.

According to the WSJ report, Google executive leadership did know about the bug yet made a decision to not report it immediately due to concerns over regulatory scrutiny.

Though it's been up and running for over a half-decade, Google+ never really got the consumer attention Google expected. Users' private messages were not affected, according to the company. In other words, when an app requests access to Google account data, multiple dialog boxes pop up, each with a request for a particular permission, rather than one large dialog box with all the requested permissions (i.e. location, contacts, calendars) lumped together.

The WSJ quoted an internal Google memo that said doing so would draw "immediate regulatory interest".
