Russian Federation actively working to undermine North Korea sanctions: Pompeo

U.S. Ambassador to the UN Nikki Haley on Monday said Moscow was violating UN resolutions on North Korea during an emergency session of the UN Security Council (UNSC).
The United States called a meeting of the Security Council to discuss what they call efforts by some members of the of the council to undermine and obstruct UN sanctions against North Korea.
Japanese Ambassador Koro Bessho said enforcing the sanctions is the only way to force North Korea to change its policy.
The Russian news agency TASS quoted Russia's U.N. Mission as saying the proposed sanctions were 'unjustified'.
Russia also blocked a U.S. move to blacklist Russian ships allegedly involved in illegal ship-to-ship transfers of refined oil to North Korea and is refusing to expel a North Korean operative, Haley said. She said that includes ship-to-ship transfers of banned items, mainly oil but increasingly coal and other goods. "There have been many places, in which Russians have been useful", Pompeo told journalists after his meeting with the UN Secretary-General Antonio Guterres in NY, when asked about Russia's role in North Korea's denuclearization.
China, which is North Korea's closest ally and is responsible for 90 percent of its trade, believes the Security Council should take action to reverse sanctions "at the appropriate time" in light of Pyongyang's progress to denuclearization.
At the time, Haley criticized 'some friends who want to go around the rules, ' and especially Russian Federation and China for blocking the sanctions committee from demanding that all countries halt shipments of petroleum products to North Korea immediately.
The U.S. Mission announced Friday evening that the meeting will 'discuss the implementation and enforcement of United Nations sanctions on North Korea'.
"These actions are meant to stop the flow of illicit revenue to North Korea from overseas information technology workers disguising their true identities and hiding behind front companies, aliases, and third-party nationals", Treasury Secretary Steven Mnuchin said in a statement.
The UN Security Council initially imposed sanctions on North Korea in response to its first nuclear test in 2006.
